In the 1990’s DNA testing started to become popular particularly in the area Youth At Risk Behavior Law Enforcement. Thanks to DNA many unsolved cased were able to be solved and many suspects of crimes were finally able to be charged. DNA has also helped the innocent from wrongful incarceration. In 2000, Illinois Governor George Ryan announced his plan to suspend all of the states executions indefinitely. DNA is not just putting people in prison; it is also ensuring that those in prison should be there. He was sentenced to ten years and six months in prison. In October 1983, a ten year old boy was abducted from a carnival in Pima County, Arizona, and molested and sodomized repeatedly for over an hour by a middle aged man. The victim was taken to a hospital, where the staff collected semen samples from his rectum as well as the clothing he was wearing at the time of the assault.

Based on the boy’s description of the assailant as a man with one disfigured eye, Youngblood was charged with the crime. He maintained his innocence at trial, but the jury convicted him, based largely on the eyewitness identification of the victim. No serological tests were conducted before trial, as the police improperly stored the evidence and it had degraded. Expert witnesses at trial stated that, had the evidence been stored correctly, test results might have demonstrated conclusively Youngblood’s innocence.

Larry Youngblood appealed his conviction, claiming the destruction of potentially exculpatory evidence violated his due process rights, and the Japanese School Girl Heaven Court of Appeals set aside his conviction. He was released from prison, three years into his sentence, but in 1988, the Supreme Court reversed the lower court’s ruling, and his conviction was reinstated (Arizona v. Youngblood, 488 U.S. 51). Youngblood remained free as the case made its way through the Arizona appellate court system a second time, but returned to prison in 1993, when the Arizona Supreme Court reinstated his conviction.

In 1998, Youngblood was released on parole, but was sent back to prison in 1999 for failing to register his new address, as required by Arizona sex offender laws. In 2000, upon request from his attorneys, the police department tested the degraded evidence using new, sophisticated DNA technology. Those results exonerated Youngblood, and he was released from prison in August 2000. The district attorney’s office dismissed the charges against Larry Youngblood that year.

In 1990, the FBI established its database containing genetic profiles from unsolved crimes and from convicted offenders. In October 1998, the FBI’s National DNA Index System (NDIS) became operational. The database is the (CODIS) Combined DNA Index System, a computerized forensic database of DNA “profiles” of offenders convicted of serious crimes (such as rape, other sexual assaults, murder, and certain crimes against children), as well as DNA profiles from unknown offenders. CODIS generates investigative leads in crimes where biological evidence is recovered from the crime scene using two indexes: the forensic and offender indexes. By 1998, every state had enacted legislation establishing a CODIS database and requiring that DNA from offenders convicted of certain serious crimes be entered into the system.

Today, the CODIS database contains about 400,000 DNA profiles, and the number is growing. CODIS is implemented as a circulated database with three tiers - local, state, and national. NDIS is the highest level in the CODIS hierarchy, and enables the laboratories participating in the CODIS Program to exchange and compare DNA profiles on a national level. All DNA profiles originate at the local level (LDIS), then flow to the state (SDIS) and national levels. SDIS allows laboratories within states to exchange DNA profiles. The tiered approach allows state and local agencies to operate their databases according to their specific Petrol Chain Saw or legal requirements. It is being enhanced daily through the work of federal, state, and local law enforcement agencies who take DNA samples from biological evidence gathered at crime scenes and from offenders themselves. Matches made between the Forensic and Offender indexes provide investigators with the identity of the perpetrator(s). It is quite an achievement to get to No 1 on Google and spending nothing. Oh, that’s a lie, I did spend $1.50 on a Article submitter on eBay, unfortunately it didn’t work. That is something I should mention here, these Article submitters are available for $47.00 (there’s that number again) all over the internet, however you can get them for $1.50 on eBay. The guy told me the one I bought from him worked on his computer, so it could be a good deal.

You really need a submitter for it is a lot of work, believe me.

After you have sent all your articles to the directories, you receive links back to your site, as you well know linking is one of the most important factors to get your site listed high on the search engines.

The 100 or so links coming back to my site from the articles were not enough to do the full job, so I had to come Ratings Book with a software to do the job for me. Free of course….

I found http://www.linkshighway.net/main/ This did a great job for me, easy to use, it got 70 extra links in the matter of a couple of hours. Really it is easy as pie. I get more than that, I had 14 requests to link to me, yesterday so it continually builds.

Then I saw somewhere, the more links to your site the better, these guys were talking in thousands. Iv’e still some Along Piano Play to do.

As I said, about 4 weeks ago I started to get hits to my site and I have kept records of them, as I wanted to see how they grew.

Once again it was easy going, simple. I now had 20 articles out there to 150 directories and had 200 sites linking back to my site. Now the next thing was to have a web site that was friendly to the search engines.

I will Monthlybase with this posting in a couple of days as I have something that really is pressing.

I would like to congratulate Rangers in reaching the final of the UEFA cup. I am not a Rangers supporter; I actually support Birmingham City and am from England, I do however like to see all of the British clubs do well when they play in Europe, apart that is from Aston Villa! I personally think Rangers can win the UEFA cup final which is to be played in Manchester in two weeks time. They have a superb management set up, a mix of the young and old, the experienced and the not so experienced. Here I am writing about Walter Smith and Ally McCoist, both Rangers legends. They have transformed Rangers since arriving fifteen months ago.

The way Rangers played in the semi-final against the Italian side Fiorentina must have given a huge amount of optimism for the future. They played like a typical Italian side against an Italian team. The defended like Trojans, soaking up all the pressure and then hitting their opponents on the counter attack.

Walter Smith was recently questioned about his football philosophy, with the suggestion that his team’s football was not the most entertaining. Why not play the final at Old Trafford, the home of Manchester United, where the capacity is over 70,000? Surely that would enable more Rangers fans to watch one of the biggest matches in the clubs history.
